my internet is so fucked right now

a couple of hours ago i saw my irc bouncer time out. no biggie, it does that here, it's my punishment for hosting a server in student housing. fast forward to right now:
ping google.com works about one in five times, but that's invocations: if i land on it working it will continue working.
pinging 8.8.8.8 works, but 1.1 does not
whenever i attempt to fetch a webpage ping stops working for a bit on that IP address
the following computers are sitting in the same colocataires rack, sharing the first 24 bytes of their address, surely the route would be the same, and yet enby.space is smooth sailing while tilde.town refuses to even get two hops out.
